1. Statement of Commitment

SAT México recognizes that animal welfare is a fundamental component of sustainable tourism and biodiversity conservation.

As a leading Destination Management Company (DMC) in Mexico, we are committed to developing, promoting, and commercializing only those travel experiences that respect the physical and psychological well-being of animals, support ecosystem conservation, and contribute to the responsible development of the destinations where we operate.

Our policy is founded on the principle that no economic benefit or tourism experience should ever be achieved at the expense of animal suffering, exploitation, or unnecessary distress.

All employees, suppliers, business partners, and representatives of SAT México are expected to conduct their activities in accordance with the principles established in this policy.

2. Purpose

The purpose of this policy is to establish the corporate criteria for the evaluation, selection, promotion, and oversight of animal-based tourism experiences, ensuring that all products and services offered by SAT México align with internationally recognized principles of animal welfare and responsible tourism.

3. Scope

This policy applies to:

  • Executive Management and the Board of Directors
  • Product Department
  • Sales Department
  • Operations Department
  • Tour Guides
  • Coordinators
  • Suppliers
  • Tour Operators
  • Transportation companies when animals are involved in the services provided
  • External consultants acting on behalf of SAT México
  • All SAT México employees

4. Corporate Principles

SAT México adopts the following principles as the foundation for all business decisions involving tourism experiences with animals.

4.1 Respect for Animal Life

SAT México recognizes that animals are sentient beings capable of experiencing pain, stress, and positive emotions. Therefore, they must always be treated with respect, dignity, and compassion.

4.2 Conservation

We prioritize tourism experiences that contribute to the conservation of wildlife, biodiversity, and natural ecosystems over activities whose primary purpose is entertainment.

4.3 Responsible Tourism

We promote experiences that generate environmental, social, and economic benefits while safeguarding animal welfare and encouraging responsible visitor behavior.

4.4 Precautionary Principle

Whenever there is reasonable doubt regarding the welfare of animals involved in a tourism activity, SAT México will apply the precautionary principle and may refrain from promoting or selling the experience until sufficient information and evidence are available to support an informed decision.

4.5 Continuous Improvement

SAT México is committed to periodically reviewing and updating its animal welfare criteria in accordance with advances in scientific knowledge, applicable legislation, and internationally recognized best practices.

5. Assessment Framework

SAT México evaluates tourism experiences involving animals using the internationally recognized Five Domains Model of Animal Welfare, which considers both the physical and mental well-being of animals.

Every experience must demonstrate satisfactory conditions in the following areas:

  • Appropriate nutrition
  • Suitable environment
  • Good physical health
  • Ability to express natural behaviors
  • Positive mental state

These criteria form the basis for evaluating, approving, and maintaining relationships with suppliers offering animal-related tourism experiences.

6. Supplier Approval Criteria

Before incorporating any supplier offering animal-related tourism experiences into our portfolio, SAT México will conduct an assessment that includes, but is not limited to, the following criteria:

Legal Compliance

Suppliers must demonstrate compliance with all applicable laws and regulations, including:

  • Valid operating licenses
  • Required permits and authorizations
  • Environmental regulations
  • Animal welfare legislation

Facilities

Facilities must provide conditions that ensure the welfare of the animals, including:

  • Adequate space appropriate to the species
  • Clean and hygienic conditions
  • Safe enclosures and infrastructure
  • Environmental enrichment that encourages natural behaviors

Animal Management

SAT México expects suppliers to demonstrate responsible animal management practices, including:

  • No use of coercive or abusive training methods
  • No physical punishment or intimidation
  • Appropriate veterinary care and health protocols
  • Properly trained and qualified personnel

Conservation

Where applicable, suppliers should actively contribute to conservation through:

  • Participation in wildlife conservation programs
  • Environmental education initiatives
  • Scientific research and monitoring

Transparency

Suppliers are expected to provide accurate, complete, and transparent information to enable SAT México to conduct an objective evaluation of their operations and animal welfare practices.

7. Permitted Activities

SAT México may promote and commercialize experiences such as:

  • Responsible wildlife observation in natural habitats
  • Whale watching conducted in accordance with applicable legislation and best practices
  • Birdwatching
  • Nature photography
  • Visits to protected natural areas
  • Certified conservation programs
  • Wildlife rescue and rehabilitation centers whose primary purpose is the rescue, rehabilitation, and release of animals
  • Genuine wildlife sanctuaries where breeding for commercial purposes and inappropriate tourist interactions are not permitted

Approval of any activity will depend on full compliance with the principles and requirements established in this policy.

8. Restricted Activities

The following activities require a case-by-case assessment before they may be approved for commercialization:

  • Horseback riding
  • Camel rides
  • Experiences involving working dogs
  • Ranches or historic haciendas with animals
  • Agritourism or farm experiences
  • Zoos
  • Aquariums
  • Aviaries

Authorization will only be granted where sufficient evidence demonstrates that high standards of animal welfare are maintained.

9. Prohibited Activities

SAT México will not promote, sell, organize, or recommend experiences that involve practices inconsistent with this policy.

Wildlife

The following activities are strictly prohibited:

  • Direct physical contact with wild animals
  • Holding animals for photographs
  • Selfies with captive wildlife
  • Animal performances or shows
  • Circuses featuring wild animals
  • Animal fighting or animal combat events
  • Training methods involving punishment or fear
  • The use of sedatives or tranquilizers to facilitate tourist interactions
  • Breeding wildlife for entertainment purposes
  • Illegal wildlife trade or trafficking
  • Trophy hunting or sport hunting of protected species

Big Cats

SAT México does not support activities involving:

  • Walking with big cats
  • Petting or handling big cats
  • Feeding big cats as a tourist attraction
  • Photographing visitors while holding or handling cubs

Cetaceans

SAT México will not commercialize:

  • Swimming with dolphins in captivity
  • Dolphin or whale shows
  • Recreational interactions with captive cetaceans in facilities primarily intended for entertainment

Elephants

SAT México does not promote:

  • Elephant rides
  • Tourist elephant bathing experiences
  • Elephant performances or shows
  • Recreational feeding experiences involving elephants

Primates

The following interactions are prohibited:

  • Photographs involving direct contact
  • Feeding
  • Handling
  • Any form of direct physical interaction

10. Welfare of Domestic Animals

When tourism experiences involve domestic animals, suppliers must demonstrate that the animals:

  • Receive regular veterinary care.
  • Maintain an appropriate body condition and overall health.
  • Work within reasonable physical limits appropriate to their species
  • Have continuous access to adequate food and clean drinking water
  • Receive sufficient periods of rest.
  • Are fitted only with equipment that does not cause pain, injury, or unnecessary discomfort
  • Are never subjected to violence, abuse, neglect, or mistreatment

SAT México reserves the right to suspend or discontinue the commercialization of any experience where these standards are not consistently met.

11. Roles and Responsibilities

Executive Management

Executive Management is responsible for:

  • Approving this Corporate Animal Welfare Policy.
  • Allocating the necessary resources for its effective implementation.
  • Ensuring compliance with this policy throughout the organization.
  • Promoting a corporate culture that supports responsible tourism and animal welfare.

Product Department

The Product Department shall:

  • Evaluate new suppliers and animal-related tourism experiences before they are incorporated into SAT México’s portfolio.
  • Maintain up-to-date supplier records and supporting documentation.
  • Periodically review approved products to ensure ongoing compliance with this policy.
  • Recommend the suspension or removal of suppliers that fail to meet the required standards.

Operations Department

The Operations Department shall:

  • Monitor supplier performance during operations.
  • Identify and report any potential non-compliance with this policy.
  • Coordinate corrective and preventive actions when necessary.
  • Support investigations related to reported incidents involving animal welfare.

Sales Department

The Sales Department shall:

  • Promote and sell only experiences that have been approved under this policy.
  • Provide accurate and responsible information to clients regarding animal-related experiences.
  • Refrain from recommending or promoting activities that conflict with the principles established in this policy.

Suppliers

Compliance with this policy is a mandatory condition for establishing and maintaining a commercial relationship with SAT México.

Suppliers are expected to:

  • Comply with all applicable legislation.
  • Cooperate during evaluations and audits conducted by SAT México.
  • Promptly report any significant changes that may affect animal welfare.
  • Implement corrective actions when requested.

Failure to comply with these requirements may result in the suspension or termination of the commercial relationship.

12. Reporting Non-Compliance

All SAT México employees, suppliers, and business partners are encouraged to report any activity, practice, or situation that may compromise animal welfare or violate the principles outlined in this policy.

Reports will be reviewed confidentially and objectively.

Where appropriate, SAT México may implement one or more of the following actions:

  • Request additional information from the supplier.
  • Conduct an on-site assessment or audit.
  • Require corrective action within a specified timeframe.
  • Temporarily suspend the sale or promotion of the activity.
  • Permanently remove the product or experience from our portfolio.
  • Terminate the commercial relationship with the supplier.

13. Training and Awareness

SAT México is committed to providing regular training and awareness programs to strengthen employees’ knowledge of:

  • Sustainable tourism principles.
  • Animal welfare standards.
  • Biodiversity conservation.
  • Identification of animal welfare risks.
  • International best practices for responsible wildlife tourism.
  • Responsible communication with clients regarding animal-related experiences.

Training programs will be reviewed periodically to ensure they remain aligned with current legislation, industry developments, and internationally recognized standards.

14. Policy Review

This policy shall be reviewed at least once every two years, or earlier if significant changes occur in:

  • Applicable legislation or regulations.
  • International standards and best practices.
  • Identified operational risks.
  • SAT México’s corporate sustainability strategy.
  • Scientific knowledge related to animal welfare.

Any revisions shall be approved by Executive Management before implementation.

15. Alignment with International Standards

This policy has been developed in accordance with internationally recognized principles of animal welfare and responsible tourism, drawing upon guidance and best practices established by organizations dedicated to sustainable tourism, biodiversity conservation, and animal welfare.

SAT México is committed to continuously aligning this policy with evolving international standards and sustainability certification requirements.

Through this commitment, we aim to ensure that our tourism experiences contribute positively to wildlife conservation, respect animal welfare, and support the long-term sustainability of the destinations where we operate.

APPENDIX A

Supplier Evaluation Criteria

Each supplier offering animal-related tourism experiences shall be evaluated against the following criteria. SAT México may request supporting documentation, conduct interviews, or perform on-site inspections as part of the evaluation process.

APPENDIX B

Corporate Classification of Animal-Related Activities

To support consistent decision-making, SAT México classifies animal-related tourism experiences into three categories:

🟢 Approved Activities

The following activities are generally acceptable, provided they comply with all applicable legal requirements and the standards established in this policy:

  • Responsible wildlife observation in natural habitats.
  • Birdwatching.
  • Nature photography.
  • Sea turtle releases conducted exclusively through officially authorized conservation programs.
  • Responsible whale watching carried out in accordance with applicable regulations and recognized best practices.
  • Educational visits to wildlife rescue, rehabilitation, or conservation centers.
  • Visits to legitimate wildlife sanctuaries whose primary mission is animal rescue, rehabilitation, conservation, or lifelong care.

🟡 Activities Subject to Assessment

The following activities require an individual assessment before they may be approved:

  • Horseback riding.
  • Agritourism or farm experiences involving animals.
  • Historic haciendas or ranches with domestic animals.
  • Zoos.
  • Aviaries.
  • Aquariums.
  • Experiences involving working animals.

Approval will depend on the supplier demonstrating compliance with SAT México’s animal welfare standards and providing sufficient evidence that animal welfare is consistently protected.

🔴 Prohibited Activities

SAT México will not promote, sell, or recommend the following activities:

  • Swimming with dolphins in captivity.
  • Elephant rides.
  • Animal performances or entertainment shows.
  • Photographs involving direct contact with wildlife.
  • Walking with, handling, or interacting with big cats.
  • Any activity involving animal abuse, exploitation, neglect, or significant disruption of an animal’s natural behavior.
  • Any experience that requires animals to perform unnatural behaviors for entertainment purposes.
  • Activities involving illegally traded wildlife or products derived from protected species.
